Highlighting that the government is looking to relax rules for return of goods, reports noted that the upcoming budget may make the cross-border ecommerce easier, with focus being on the micro, small and medium enterprises (MSMEs).
Reports added that the Centre may enhance the value limit for ecommerce exports through couriers from the current Rs 10 lakh per consignment. As the country is developing dedicated ecommerce hubs, easing relaxations remain the priority. The report mentioned that the Centre is looking at the aspects of courier exports and reverse logistics.
Industry has been urging the government to provide clear guidelines to recognise returned ecommerce exports as re-imports of returned goods. Reports noted that the lack of a proper operating procedure makes it difficult for the exporters, especially MSMEs, to claim the returned items without paying duty.
Earlier, Central government introduced the Market Access Support (MAS) Intervention under the Export Promotion Mission (EPM), a flagship initiative approved by the Union Cabinet on 12 November 2025. The MAS Intervention is being implemented under the Niryat Disha sub-scheme of EPM.
This is aimed at strengthening international market access for Indian exporters, particularly micro small and medium enterprises (MSMEs), first-time exporters and firms from priority sectors. Centre noted that under the MAS intervention, structured financial and institutional support will be provided for activities including buyer-seller meets (BSMs), participation in international trade fairs and exhibitions, mega reverse buyer-seller meets (RBSMs) organised in India and trade delegations to priority and emerging export markets.
Centre highlighted that event-level financial support ceilings and cost-sharing ratios have been rationalised, with preferential support being extended to priority sectors and markets. Small exporters with export turnover of up to Rs 75 lakh in the preceding year will be provided partial airfare support to encourage participation by new and small exporters.
