The consumer regulator directs Flipkart to block the listing and sale of toys that do not meet mandatory safety standards, and submit a compliance report within 15 days
The Central Consumer Protection Authority (CCPA) has imposed a Rs 5 lakh penalty on Flipkart for allowing toys that did not meet mandatory Bureau of Indian Standards (BIS) requirements to be listed and sold on its platform, according to a Bar and Bench report.
The regulator found that toys without the required BIS certification were available for purchase on Flipkart, despite compulsory safety standards for toys sold in India. The CCPA has also directed the ecommerce platform to ensure that such products are not listed, advertised or offered for sale in the future.
Safety Standards For Toys
Under the Toys (Quality Control) Order, 2020, toys intended for children below 14 years must comply with prescribed Indian safety standards and carry the BIS Standard Mark. The requirement has been mandatory since 1 January 2021.
The CCPA said the availability of toys that do not comply with mandatory safety standards on an ecommerce platform could pose a serious safety risk to children. It also noted that the absence of information on BIS certification and the ISI mark could affect consumers’ ability to make informed purchasing decisions.
According to the authority’s order, ecommerce platforms that list, host, advertise or facilitate the sale of regulated products are expected to exercise due diligence and ensure that the products comply with applicable laws.
The CCPA treated the listing of toys without the required BIS certification as an unfair trade practice and a misleading representation of product quality.
Flipkart Gets 15 Days
Along with the penalty, the CCPA has directed Flipkart to prevent non-compliant toys from being listed, advertised or offered for sale on its platform. The company has also been asked to prominently display contact information and details of its grievance officer to enable consumers to raise complaints.
The authority has given Flipkart 15 days to deposit the penalty and submit a compliance report.
Ecommerce Platforms Under Scrutiny
The action comes amid increased regulatory scrutiny of ecommerce platforms over the sale of products that fail to meet mandatory safety requirements.
In 2025, the BIS conducted searches at warehouses associated with major ecommerce platforms and found non-certified products, including toys, being offered for sale online.
The CCPA has also initiated enforcement action against other ecommerce platforms over the sale of toys that did not meet compulsory standards. The regulatory action signals growing expectations that online marketplaces should carry out adequate checks on regulated products instead of merely hosting seller listings.
For consumers, particularly parents buying toys online, the action highlights the need to check for the BIS certification and ISI mark before purchasing products intended for children.
